No. One is a flat resource value and the other is a percentage for a different stat. Compare only the same stat and unit.

Is +1 Equipment Load the item’s weight?

No. The retained tooltip line is classified as load capacity. Keep it separate from item weight, flat resources and percentages.

Does this page publish a best stat build?
